Depends on the severity of the murmur (consult your doctor if you are not sure). I have a mild one and have gotten two tattoos with no incident. Depending on your threshold of pain, that tattoo should be relatively painless (unless you hurt easily) and should itch like crazy until it heals (usually about three weeks) Plan to use plenty of unscented lotion on it and try not to scratch as that may damage the work.

I have a mild heart murmur. I have had four tats and plan on getting another without any consequences. But do check with your doc about how severe yours is too just to be safe

If your murmur is related to valvular disease (like mitral valve prolapse) and any infection is introduced into the blood stream, you could be at risk for subacute bacterial endocarditis, which is an infection of the heart valve. SBE can lead to serious cardiac problems and requires weeks to months of antibiotic therapy.
Talk to your doctor before getting inked.

as long as you're not stressed when you get the tattoo, you should be ok. but it would be best to check with a doctor first, just to see what they say.
