Use sweetened condensed milk.
At the Thai grocer, they actually call the preferred tea, "Thai tea." Some people call it red tea. Chai tea usually implies black tea blended with spices such as cardamom and cinnamon. If you used black tea or chai tea with sweetened condensed milk and then iced it, it would just taste really sweet (and possibly yummy, if you like that sort of thing), but not at all like Thai iced tea.
Thai tea is available at the Thai grocer and sometimes in the international isle of the supermarket. It is also, by the way, super delicious brewed hot without sweet condensed milk.

Evaporated milk. Yes you can use other teas but I believe that it's best with the Thai red tea.
