i want the party to not be too expensive, but i want it to be fun but definately creative

If you have enough drivers, do a scavenger hunt. After one or two hours teams will return to your house and turn in their items. Have a BBQ and determine the winner.

Divide in to teams and have a disposable camera, digital, or polaroid for each team and have them get pictures developed at 1 hour photo or on a computer and then share the pictures and stories back at the BBQ. Each picture is worth a different amount of points. Include things like a picture kissing a handsome stranger (the group can vote how many points depending on how handsome), a picture of each team showing their "hooters" in front of a Hooters restaurant, a picture of how many people they can get in a phone booth (one point per person), or all members of a team posed in crowns from Burger King.

You can do tangible "Things" that are worth a certain number of points. For normal scavenger hunt things like paper clips and old movie tickets and a garden tool from the neighbor, those can be 1 point. More difficult things can be 5 points. Include things like an autograph of the high school quarterback or cheerleader, or their mother. The convienence store clerk with the longest name, or the nametag of an employee at a local restaurant. A little more racy, but could be fun would be the sexiest pair of boxer shorts or underwear from a neighbor or someone that you know from high school.

Be creative and have fun.

The place you order the food from will be able to help you with quantities of your food.

I think Dancing under the stars is a great theme. "Fiesta", with south of the border decorations, maybe some Latin-inspired music and a few big sombreros would be fun as well.

A taco bar, where your guests create their own tacos, buffet style, would be a fun way to serve the meal.

Another Theme is Remember the Good Times could be fun with:
The old songs that you danced to in Jr. High or even grade school.
Those old foods and snacks you enjoyed.
Photos of idols like bands and singers, TV stars...the crushes you had on them, etc.

Old photos of the kids would be cute, too. Lots of laughs.
Fashions--how you dressed is usually good for some humor. If you could get kids to dress from the past, but they don't usually get into it that much. You know your crowd.
Maybe offer a prize for the best dressed...not all will do it, but the few that do will be entertaining.

I think that could be a lot of fun and not too hard to do.

It was your brainstorm, just go with it. See if you can get a couple of your friends that are the most cooperative to help you make your plans--involve them.

Run this by your parents before you get started, they may have some ideas.

Have a great birthday and take a lot of photos, etc.

If you take Polaroid photos we have a cute frame that says, Good Times and Good Friends. It could be a nice souvenir if you want one.

Have a beach party, go camping with a few close mates, go to the circus or some other festival or double up with another friend with a close birthday and have a dress-up themed party, like the 80's!

Have a charity party! Get in touch with a local retailer and have your friends shop for a local charity (i.e. clothing, toys, food, whatever charity you pick.)

This is fun, great for those who are in need, and still allows you to have cake at the same time.

You may also get the local paper or TV station to come watch you and your friends do it, which is a kick too!

Have folks come dressed as their favorite movie charactor. At the right time, folks ask them yes, no questions to figure out who they are. Serve Shirley Temples out of plastic wine glasses from the dollar store

you could rent a limo and you can ride around town u can also stop at like the beach or something to hang 4 awhile the have the limo take you to ur fav hangout spot with ur friends.
but pick ur friends up in the limo so they will be suprized.

You can have a "build your own pizza" party. You can purchase precooked pizza dough shells (individual size), or purchase raw dough from your local bakery and prepare them in advance. Set out dishes of toppings (i.e. sliced pepperoni, cheese, etc.) and let your guests make their own pizza. It's fun and lets your guests compare their pizzas. MMMM delicious! :) ENJOY

Have a murder mystery party! it role plays like clue.some places set it up for you depending on how elaborate you want to go.
