Do I have to pre cook the meat in the filling for the dumpling or not ??

nope. just fry em. you dont have to pre cook anything.

You don't have to pre cook the meat but I would certainly recommend sauteing it a little with any other vegetables or whatever else you are putting in the dumpling. Other wise, if you are using pork for example, it could still stay pink in the center after the outside is browned and that is just gross. That way, you could also drain the fat out after the filling is browned so that it does not become a soggy mess.

If you are talking about Chinese pot stickers then this is what I do:

1) find a pan with higher sides
2) put some oil in the pan and evenly space the dumplings one by one (be sure to coat the bottom of each one with oil)
3) let it cook until the bottom turns brown
4) add water so it covers the bottoms of the dumplings
5) put the lid on and let it cook
6) when the water has evaporated the pot stickers are done

nope. put it in the dumplings raw & it will cook when you cook the dumplings.
