There are several other possibilities becides just people quitting that I can think of off the top of my head.
1) Less people are willing to admit that they smoke.
2) Smokers tended to move out of Fayette county.
3) Non-smokers tended to move into Fayette county.
4) Some of Fayette County's smokers two years ago were elderly or ill and have subsequently died.
Assuming that the poll they're citing is a true poll (that is, they asked the same question the same way both years and eliminated selection bias), the drop is probably due to all or most of these factors. I'm always suspicious of polls though because they can suggest things that aren't necessarilly true (or don't represent the complete truth)

I wonder how many folks quit in NYC, when the city and country raised the price of a carton of smokes over $32 a carton in a single leap
I quit with a $30 tax increase in over 4 years
IE Pall Mall non filter sells for $11 a carton in Mexico, the rest is taxes

Nothing,governments interfere far too much with personal things already. As a smoker I will say I will give up smoking when everybody gives up drinking alcohol,until then come what may i will smoke.

when they banned smoking in pubs in scotland - i gave up - its been nearly a year now! yay me! i have not smoked a single puff of a cig since 18 may last year!
how cool am i?
yeah ban smoking everywhere - smoking sux and makes ya look cheap and pathetic

Yes. In Canada, where they banned smoking in all public building (restaurants, stores, bars, government, etc). The number of older adults that quit went way down. It seems that it didn't effect teens and younger adults though.

yep...most people are social smokers. so take away the activity and voila!
