They can be self-employed. Actually it's not so hard to get a permit for that under the present Association Agreement.

They can apply for permission to accept employment. I suspect that in the UK this will be easy to get. Other EU/EEA/Swiss countries may want proof that an EU/EEA/Swiss citizen worker from a country not bound by the work permit rule are unavailable.

Highly skilled and professional workers, and management and senior staff will have no problem getting work permits in any Member State, or in Switzerland once that country negotiates and ratifies an amending treaty.

The main benefit Romanians will experience after 01-01-07 (assuming their EU ascension does not hit a last minute snag) is that they will be allowed to travel between EU countries without needing a visa. However, working in a fellow EU country will still require a work permit from that local EU country. As regulations vary from country to country, and as requirements for foreign workers vary as well, it is difficult to say what specific opportunities will be available. Just gaining unobstructed access to a fellow EU country with a perhaps more robust economy will provide Romanians with greater opportunities for employment, either through the legal channels or otherwise.

Since most of the Romanians I know are doctors and engineers, they must be some good jobs available for them.

Basically, Romanians and Bulgarians will not have much more employment rights in UK than they do now; but the main difference is that they can come without visas, and they will be free to take up self-employment.

The restrictions on them are likely to be eased in the next few years, not only in UK but across Europe.
