i want to bring my iraqi fiance to the us. how hard would it be considering we are at war with iraq. I dont know if it would even be possible even if i was to get a fiance visa for him.

We aren't at war with Iraq. We are fighting insurgents in Iraq. You should still be able to get your fiancee to the US, after filing the proper documents. To the best of my knowledge, You will be responsible for your spouse for 10 years, regardless if the marriage lasts. So make sure this is for real and not some financial trade deal.
Check with US immigration to start the process.

There is a well-defined procedure for obtaining a fiance visa. Look at uscis.gov. the visa you want to research is a K-1 visa.

There is no doubt that your fiance's heritage will cause his file to be scrutinized carefully. However, if he has no ties to anti-American groups, this will not be too onerous. One issue is that his name may get confused with a similar one on the visa watchlist. If he has paperwork (civil birth certificates are good) to prove his identity, it will help.

Above all, what you must prove is that your marriage is genuine. If it is not, an immigration officer will detect that at the interview. They are good at that. It would then be a simple matter to deport him.

You have to prove that you have physically met up in the last two years, unless you get a waiver on religious grounds. Getting a K-1 visa requires time and effort. Engage an attorney if you can afford one. Make sure your fiance knows what the local procedures are for the interview at the US embassy in Iraq. make sure to deal with all the requirements before the embassy interview. He will need things like a Police Certificate and inoculation record.

Plan on marrying as soon as you can after he gets to the USA. It is only after marriage that he can apply for his Green Card and work permit. You will have a further interview a few months after he arrives. This is to demonstrate that the marriage is genuine. You must both be present at that interview. No later than two years after the date of the interview, you must apply for a permanent card. You can actually apply one year and nine months after the interview. That is what I did.

This is something you can really do. His country of origin is an issue but, in the grand scheme of things, a minor one.

There are a lot of Iraqi coming here, we issued twice as many visas for Iraqi this year as last year. They will do a background check, likely carefully. Other than that it shouldn't be different than having a fiance from anywhere else.
