i would say she is chubby,fat is like when you cant move around or anything,thats what i would consider fat.
a general rough idea of what her weight should be at her height,the 1st number is for small framed women,2nd medium,3rd large framed.

i would say that's to bad,depending on even if she has a small frame,and at that weight,most people are alot worse off then she is.but it is a little bit unhealthy.but don't get me wrong i ain't a hater on bigger women :D.if she feels happy about herself that's fine,but maybe losing just a small amount would be pretty good,maybe lose about 20-30 points?as long as she walks and can control her eating,than she should be able to achieve this easy.

I think a size 14 is about average in America, but then again average is 5'4" and 144 lbs. She should check her BMI to see if it's over 25 -- which means that her weight is high enough to endanger her health. A BMI over 30 means that she is obese and should make weight loss a priority if she wants to live a healthy life.
