If you're in college, most banks will do a low limit credit card if you have a checking account with them. If you're <18 yrs, gotta go through parents I think.

You will need help. Try CrownJewelers.com. They provide a revolving line of credit that reports to all 3 credit bureaus without pulling your credit. Also, try Target or Walmart first...they usually hand out credit easier than a traditional credit card company. Once you have 1 or 2 accounts like that, you can get a real credit card.

There are options. You can consider asking parents to become an authorized user or co-sign on their credit card so it goes on your credit report. You may consider a department store or gasoline card to start. You can consider a secured credit card (you deposit money into an account and you get to use it). You can consider a bank loan for something like a car or major purchase, again, co-signer may be required. Don't be in too big a hurry to get credit cards. If you think it's hard to get credit cards, it's way harder to pay them off.

Sadly, it's all too easy to get credit cards these days.
Credit card companies are all too willing to send credit cards to people with no demonstrable income, such as college students.
Some might be trying to get a leg up on the competition but others might be just trying to set a bit of a credit trap on you.
Credit card companies make a large percentage of thier profits from late fees and over the limit fees.
The worst current practice of credit card companies (literally all of them) is that they can change their terms with you after you run up your balance if you are late with any payment to any other company you do business with.
My serious advice to you is that if you don't have credit cards, don't get any. Get ATM cards that function as Visa or Mastercards but are based on money that is in your bank account. One of mine even has an overdraft limit of $2,000.00.
Credit card companies have become a legal form of loan sharking - it's best not to do business with such criminals if you don't need to.
