It means:
an shaa allah: in Allah's will
anshoof: we will see
Moqtada alsder: just the name of the shiite leader
Mshnoq: hanged
hm wkl shi3y: him and all shiites

Just about hanging the Shiite leader, and becoming rid of the Siites in general.
You've been on odd websites to have come across that.
Especially if it wasn't written in Arabic and instead in crappy romanization.
