The correct way of saying it is "genki desu ne" and it means, "good, isn't it?

I think you may have misspelled a little. If it's "genki da ne", to my understanding it would mean, "[he/she/it] is well, isn't he/she/it?". I believe a male would be the speaker, and he would be speaking in a casual situation.

o genki desu ka means "are you doing fine?" or something like that.

genki desu means "i am fine"

I'm sure someone does. Most people in Japan do. "Ne" means "huh", as in "she looks good, huh!" or another way to put "ne" is "isn't that so?"
