Luckily for us, most parakeets come color-coded. The boys usually have ceres (the patches of skin over their beaks) that are blue, and girls generally have pink or white ceres. There are some exceptions, but the rule is usually very reliable. If your parakeet doesn't fit the pattern, your veterinarian can do a gender check for you.

Ok.
If it is about a year old then this is what you need to know.
A male has a dark, blue on it CERE*
*the CERE is the area of skin right above the beak and below the eyes.
A female has a dark, or lightish brown skin on its CERE.
Both, male and female, when the ceres are a very dark color it means they are ready to breed, but you don't need to breed them.
Babies.
To tell if a baby parakeet is a male or female here is what you need to know. First of all, by babies I mean about the age they are at the pet stores.
A female baby will have an opaque whiter cere especially around nostrils. It will be a light blue tint.
The male baby will have a translucent pink cere. It may look a bit like a sore thumb. It will be bluish or purple tint
I hope this helped. I have many parakeets, and really need to know this stuff.

There are two identifier. If the parakeet's cyre or nose is blue, its a male and if its brown, its a female. The other identifier is its eyes. If it has eyes that are surrounded by extremely thin white rings, its a female. If its eyes are pure black, than its a male.

The cere (where the nostrils are) has different colors for different genders. The male cere is blue once the bird matures and the female cere is brown once the bird matures. When the bird is young the male cere tends to be more of a purply pink color while the female cere is white, beige, or light light light blue. =] but it is pretty hard to tell before they mature
ps. the white rings around the eyes don't show gender they show age, as it explains (with pictures!) at this site http://www.budgieplace.com/age.html

This is a good web site for info about parakeets or budgies. A male will have a bluish color on it's nose (where the air holes are) and a female will have a brownish color

You have to feel underneath the bird with your finger at their vent from where they go poop. There are two little bones there, if the two bones are close together it's male if the bones are farther apart, it's female. When the female is very young her bones can be together as she matures her bones grow apart. Take your bird to a breeder to check it out if you can't yourself.
