It is called a tie. It is because the male dogs have a gland on the base of their penis that swells and the walls of the females vagina will clamp down on it. I am not positive of the reason, but I have heard that it is to help the sperm move down to the eggs. A tie usually last 5-30 minutes, and do not try to separate them during a tie as it will cause damage to both the male and the female.

Yes, the get tied as it is commonly called. Its because of the glands swelling after during the intercorse. Why this happens is a nature's mechanism to keep these 2 active fellows from separating.. Unlike humans the dogs don't have any loss of energy when after the intercourse. they will simply slide out loosing all the sperm. the tie helps them to make sure that the sperm is used up for the purpose!!

Ilovemyfrenchbulldog is correct. To expand, the reason they tie is that the female is only dropping eggs while they are tied. The longer they tie, the more pups she will have. Pulling them apart is very dangerous and also, if the female gets scared and tries to run, it can be dangerous to them both. If you can (don't approach unknown dogs) just stand with them and help calm them. A good tie lasts at least 20 minutes and generally, if they tie, she will be pregnant.
One word of advice, she will want to breed for a week, but the pups won't deliver until the youngest ones are 9 weeks. That means that pups from earlier breeding can be much bigger and she could have trouble delivering them and possibly lose any behind them. You should try to avoid letting her breed after more than 3 days have passed since the first breeding.

There is an old and vulger story:
When 5 men married one lady,
