I need to tone down blonde highlights that are very marked on the top of the head, but not underneath.

to tone them down use an ash based rinse on ur hair okay it isnt pernament and u may need to apply every so often but that way it keeps ur hair that bit healtheir as there is no peroxide in them, try wellas colour fresh u will get it from places like salon services and sallys

This just happened to me! I went back to have the stylist fix it with a toner but it eventually went to being to light again after a few washings. I had to just color my hair at home to get rid of all high lights. All in all, try a toner.

If you used bleach then you can get a permanent blond colour from the chemist and apply that.
