That's the badge of the Scottish police forces. It means constant vigilance and preparedness for the unexpected, according to them. Literally, it translates as "always vigilant" or "always awake."

What does Semper Vigilo mean? It is both Latin and Italian, which means: Always Watchful!

Always Watching/Vigilant/Ready (Latin)

I can't resist correcting your English also; your question should read "What does Semper Vigilo mean?"

Semper Vigilo is Latin (definitely not Italian, it would be: Veglio sempre) and literally means: "I always watch", so it could be translated as "I am always watching". However, watching (present participle) would literally be: "vigilans", so "always watching" should literally be "Semper vigilans".

"I always keep watch." The Latin verb is "vigilare", meaning to "keep watch" or "be vigilant". It's the very encouraging motto of the Scottish police.
