Yes, calling someone generically pretty is a back handed compliment.
On one hand you are pretty, which is certianly better than being "okay" or "a little cute".
However he is qualifying the 'pretty' by saying it's a 'generic pretty.'

Which means he thinks you or whomever is pretty in the average girl next door kind of way, a little plain and underwhelming.
Nice face and smile but not striking.
That's what generically pretty means to me.

It all depends... did he say, "You are pretty in a generic way", or did he say, "You are pretty" in a generic way?
The first instance would mean he actually called you generically pretty meaning there is nothing special about you and your averagely pretty.
The second instance would mean that he basically just said you're pretty without specifying anything about what is pretty about you.
So, the first instance would seem like an insult (or a way to let you down easy if you asked him if he thought you were pretty so he had to come up with something that sounded halfway nice).
The second instance would NOT be an insult it would just be that some guys can't really understand why a woman would need elaboration on "you're pretty". The figure that sums it up quite nicely. (And they're right, it should be sufficient.)

It depends on the tone he used to say it. If he said it kindly it most likely means that you're naturaly pretty, you just don't have a whole lot of style or flare. If it was an insult it would mean that you just like everybody else and that you're really bland.

It's no where in the realm of:

1) Baby, you are hot!
2) Damn! Can I get with you?
3) You are FINE.
4) Excessive touching.
5) I love how beautiful you look when you're sleeping.

He's definitely calling you a 'plain jane'. He thinks he can do better.

BEST COURSE OF ACTION: Get an even hotter guy than him and let the other guy see you with the new guy.

I would take that as an insult. Generic is not as good as the original. I would take it as he is saying that I dont have classic beauty. If he thinks your second best (1 beng name brand) he is not worth your time. Only a jerk would say something like that, unless he is your bestfriend and is only joking.

No, that's not an insult. It means that he thinks you're pretty, I guess. I'm no psychic. But he either thinks you're pretty or wants you to think that he thinks you're pretty. Good night!
