Anyone who does not give you their number personally, ie: right to your face, is actually saying that you are cheap. When i waited tables and bartended when i was younger, this often happened, and the number went in the trash very quickly. Anyone with respect for you will talk to you, and ask IF they can give the number to you (or ask yours). If you call a number that is just left on a table, you are asking for trouble. More often than not, it is a joke and you will be treated like the desperate loser who would call a stranger. I have seen it happen. People are cruel, don't play their game. After all, they don't owe you any respect and you probably won't get any if you set yourself up so that they can hurt you.

No, I never called. I had numbers left for me about 5 times last summer.

I never called anyone back, but I once had someone call me. They tricked one of my co-workers into giving them my number, and wouldn't stop calling me. It was pretty scary, and I had to get my phone number changed.
