You shouldn't put anything on a cat that is not first approved by a vet. Cats clean themselves and will ingest any lotion you put on them and this could be hazardous to their health. You need to find out the problem. Find out what is wrong with the paws- why are they dry & cracked? You can try these web sites:

Depending on the lotion. You mustn't use fragrance because the kitty will lick it, and....icky.
They have special kitty lotion for dry paws.

No it could poison him/her they lick their paws. Do you lick lotion off your arm? Also what is safe for humans is not always safe for animals. For example onions are poisionous to cats. Also Never give human medicine to an animal it may kill them.

You can put lotion on your cat's pads but make sure it is a kind of lotion with no fragrances in it. Those types of lotions can irritate a cats skin and can also make it so their pads are even more dry.

I wouldn't do that because cats lick their paws first before they even clean their faces. You don't know how the cat will tolerate the ingredients in most lotions. Please don't do this !

Just remember about cats and grooming - they will try to lick off any residue. So I wouldn't use A&D onitment - if you've ever used it on your own skin you know that it doesn't rub in and disappear. Anything still left on the skin will end up in your cat's stomach.

I would not, certain chemicles can make him sick that are in lotions and that dryness is like a callous on our hands and feet it protects her feet from wear and tear which could be pain full
