Just get it a litter box and put litter in it and put the cat in it. Cats are smart it will know exactly what the box is for.

Cats are usually very good about learning to use a litter box. It's partly because of the texture, but it's mostly the ammonia smell they use in the litter. Cats' urine smells similarly to ammonia, so they basically smell their own urine and get the hint.
If the transition isn't smooth and the cat continues to use the plant, try covering or protecting the plants all together temporarily to let him focus on the litter box. Spritzing some lemon juice on or around may help, as well, because cats hate citrus smells. Placing tin foil around the plants' stems should help, too. Cats hate the texture and sound of it.
An important thing to remember is never scold him. Cats can't understand why they're being scolded, especially if it's way after the fact. It will only hurt them and confuse them, possibly making the problem worse. Just be patient and keep trying methods.
If he uses both the box and plants, you'll have to keep the plants covered completely until he learns and begins to prefer the litter box. Goodluck

Well, if you don't have any serious time constratraints, I'd start by putting some litter in your flower bed, where your cat is accustomed to going, then graduating to putting a litterbox in the flower bed with litter in it and seeing if kitty will go in the box outdoors. Then when you move kitty and box indoors, just show where the box is and habit will take over.
Conversely, if there is a time constraint, mix some of the "slightly used" soil from the flower bed in with the litter in the box for the first week or so kitty is an indoor resident. Cats have a finely developed sense of smell and when you place her in or near the box, she will smell the odor of what goes where and should follow "instructions" accordingly.

Cats are not like dogs and I dont agree with the person who said to give your cat treats for it. Most cats,like the first person to answer, do learn by simply putting them in the box and letting them jump out or go right away. I have had many many animals and every cat (and very young kitten) has learned litter training by me simply showing it the litter box and leaving it at that. If your cat it acclamated to going in flower beds, and the "normal" technique dont work, try mixing some soil with the cat litter at first and slowly transition the litter box to straight cat litter. The cat will become familiar with it that way. A great deal of male cats I have owned do have a tendency to try and go in my larger plants, but for the most part, that goes away after neutering. I agree with the previous person who answered this question. You have to be consistent and patient with your cat when it comes to training it to use a litter box. When they are kittens, I usually sit them in the kitty litter box until they finally use it. I would reccommend doing the same thing to your cat.

Cats normally like a litter sort of situation. Just put them in the litter box, they should go. Maybe put their business in the litter box so they can smell it. I swear, cats don't need training, it comes natural to them. Unlike dogs, who will go anywhere, cats like to cover theirs with anything, sand, dirt or litter.

I don't agree with hitting/tapping your cat and saying "bad cat", It made my cat not use the litter box. If you see your cat heading towards the plant just pick it up and put it in the litter box and instinct should kick in.

You don't potty train cats hun, but it might work to put some litter down in the center of a small ring of catnip or catmint, the cat will love the plant, and stay nearest that area...in theory. It worked for my cats. also if you catch him/her doing it catch them and put their nose near where they did their thing, and swat them and tell them bad kitty. Then show them where their supposed to go. that's all the advice I can think of, so good luck, and give it time, and i suggest catmint over catnip, it smells nicer! ;)
