Not sure if it's the best, but I like Sound forge myself.

Ableton Live 6.0. I learned how to use it with a friend already familiar with it in about 4 months, and I was a complete beginner to recording music, computer or not. If you are familiar with Microsoft Word or if you've ever had to design a flyer or document with graphics, I feel there is a similar set of basic skills required using Ableton Live, with the cutting and pasting of soundwaves on a "grid."

If you are more familiar with actual hardware/components/production equipment or instruments, amps, effects, sequencers synths etc. then I'd opt for Reason. Reason still confuses me.
