Your question is perhaps about the creamy layer among the (so-called) disadvantaged sections in the Indian context.

Indian politicians are attempting to introduce reservations in admissions to educational institutions and jobs for various (so-called) disadvantaged sections of the society. While many think there is merit in the idea per se, there are questions being raised about (i) whether all such so-called disadvantaged sections are truly disadvantaged, or if politicians are using this as a ruse to gain political mileage ('vote bank politics', as it is called), and (ii) whether there are a small minority among the disadvantaged sections who are in no way disadvantaged, who they try to grab the reservations denying the benefits to the truly disadvantaged, completely defeating the purpose of reservations; such minority who are in no way disadvantaged and who have either wrongly claimed to be part of the disadvantaged or who have already utilized the benefits of reservations over one or more generations and climbed up the social ladder, who try to continue to usurp the reservations (as it is alleged) are called the 'creamy layer'.
Sorry about the long answer to put the answer in perspective.

ebistat is right. Creamy layer is class who are so called deprived. In fect, they have actually used the benefit of reservations over the generations more than one time. They are very rich. But they are still in the line of reservation seekers. Since the really deprived class is not aware of their right, cremy layer will dominate and continue to enjoy all benefits at the cost of their really deprived brothers n sisters.

creamy layer means a LAYER of SOCIETY WHO have GOOD RESOURCES. Definition is being changed to PROVIDE reservation to CREAMY LAYER of SC/ST/OBC.

5% of CREAMY LAYER of SC/ST/OBC have 90% POWER & OTHER RESOURCES of their caste. Now they have obtained RESERVATION with huge margin.
FOLLWING actions can be taken to curb this approach of CREAMY LAYER POLITICIANS BY--
Where ever yfe candidate is not in ELECTION CONTEST, YFE & LIKE minded groups must SUPPORT INDEPENDENT CANDIDATES who give OPEN SUPPORT for RESERVATION based upon MEANS/MERIT. This must be advertised in local NEWS PAPERS & TV CHANNELS.

# Wherever no one is coming for our supports, we must vote "NO VOTE" under the provision of section 49(0).

# To EDUCATE NON CREAMY LAYERS that CREAMY LAYERS are parasites & SUCKING OPPORTUNITIES of DEPRIVED/NON CREAMY

# To have PRABHAT PHERI(morning demonstration) with COVERAGE IN NEWS PAPERS/ TV CHANNELS.

# To CONVINCE PEOPLE to DONATE 3 HOUR per week & 3% of INCOME.

It is godly act. His blessings are with us.

Use the talents of retired & stamina of unemployed youth.
