How can i get rid of tiny bumps on my face and upper arms??

OK so i have these tiny bumps on my cheeks and arms on the outside. they sometimes get pink. Theyre NOT pimples NOT hives or anything similar. i hate them!! can anybody tell me how i can get rid of them plz??!!
