Hi Kelley...some cats feel overstimulated when they are scratched/touched near this sensitive spot at the base of the tail. It's cute and funny to watch.
Here are some videos of cats who do this:

ha ha ha... my cat does this too - eactly and it always makes me (and my sister) laugh. I read something about it sometime ago and it seems that it is a harmless neurological peculiarity. Most cats that do this also manifest the "rolling skin" syndrom - when the skin on their back somethines roll up and down like waves. My cat does not roll his skin except when his back is patted. When the base of his tail is tickled or brushed, he puts his head up and licks and licks the air.

cats are just quirky. Generally though when they stick their toungues out they are smelling. They have a jacobson's organ in the roof of their mouths like snakes. They have an incredibly sensitive sense of smell.

Believe it or not my cat does the exact same thing and she will look up at the ceiling like she is seeing an angel or God.... it is so funny. I think that it is probably just a nerve, but it is hilarious to watch.

Nothing to worry about, it like a dog moving his leg when you scratch him in the right spot. That's her special way to tell you "That's the spot!"

my cat has a certain spot an his back that when itched he bites his paws, i believe that it is just sensitive nerve tissue, or he either likes or dislikes it so much that he does it.

Kinda like when you scratch a dog and their leg starts kicking. I guess that means they like it.
