First of all crate train him. Second it sounds like you are letting him out in the yard not walking him. At this age he needs real walks. Take him for a walk and tell him "go potty" make sure you say this when he goes so he connects the words with actually going. It will be a few months before he is completely trained to go outside. He will still have an occasional accident. He is young yet. Be patient and consistent with him. Take him out every hour and within 15 minutes of eating. He will soon get the hang of it.

I have potty trained a lot of puppies and there are a lot of ways to do so. The puppy may not like to go outside when it is cold, but this shouldn't hinder the progresss. At 13 weeks, about 4 hours is the longest that the puppy should be expected to hold his urine. I would take him out every couple of hours and give him the chance, if you're not doing so already. The biggest thing that you can do to housebreak him is to catch him in the act. You need to catch him when he goes inside and them immediately scold him and let him know that his behavior is bad...and then immediately take him outside to go in the appropriate place. I have found that after catching them a few times and very sternly telling them "NO" or something similar does the trick. You can't be afraid to hurt their feelings and have to let them know that you are mad. They will get over it when you shower them with affection after they do their business outside!

Well if you live in town then I guess you could try crate-training - im not sure how this works never had to do it but u can look it up... I live in the country and all the dogs i've ever had have just stayed outside then a month or so later we let them in the house and so far all of our dogs have just kind of potty trained themselves... they go to the door when they want out and for some reason they dont go in the yard but they go in the field where no1 will step in it instead... but if its too cold or you cant let your dog stay outside then I dont know..

If he's peeing inside, it could be because he has already scented some things with his urine. Some deep cleaning may be needed.
We crate trained our puppy. It worked wonders! BUT...we went through this battle also when she was out of the crate.
Take him outside to potty--and you may be out there for 15-20 minutes. Encourage him to go. (And sometimes it helps if you keep them on-leash so you're always right there with them.) If he doesn't go, bring him back in for about 5 minutes, then try again. Repeat, repeat, repeat!
If you catch him going in the house, try saying "NO" loudly. (Yes, it does kind of "scare" the dog--but they stop mid-stream!) Pick him up and take him outside. We had to do this with our dog, and eventually she started going to the door when she needed to do her business.
Please, just don't rub his nose in it or hit him. Once a dog has done it, they don't remember doing anything wrong.

Your puppy is a baby, of course he doesn't understand.
Try rewarding him when he does potty outside. If you punish him or scare him in the presence of poop or pee inside, he will learn it isn't safe to go potty if a human is anywhere near.
Watch him when he is loose in the house and just be proactive. Take him outside every half hour.

I have a lhasapoo....
Take him outside every 20 minutes (even if it doesn't look like he has to go) and encourage him to go by saying "go potty" "go pee" or whatever you want but you have to keep saying the same thing everytime. Then when he does go, give him lots of praise and a treat...everytime he goes potty outside.
If he's pooping outside, give lots of praise and treat then too.
When he goes potty inside, shame him (don't hit him or rub his nose in it) and immediately pick him up and take him outside. (I just reread your question and you already do that! perfect!)
Be sure to take him to the same spot outside each time and use the same door to let him out. Consistency and rewards are the best way to get him trained!

If you find the liquid mess you should get a paper towel and clean it up, but don't through away the towel. Take it outside, and place it in a spot where he should go. Then when you take him outside to play, take him to the towel. Keep taking him to it, so he gets the idea. The smell should encourage him to go there. That should help, if not it could be a sign of a bladder problem.

crate training works wonders. another things is don't let him in until he has gone potty. you might be out there for 30-45 mins, but eventually he will go sooner and get the hint that outside is for peeing too.
