He is always scared of everything, he runs away when people try to pet him, he always licks our other male cat, he hates getting dirty.

Nothing you said is unusual for some cats. Some cats are big chickens. All cats like cleanliness-that includes grooming each other as well as themselves. Not all cats like people other than their own. 4 out of my 6 are no where to be seen when someone else is in my house. They have always been this way, even with people who are here all the time.
Give your kitty a break-he is completely normal.

Some cats are just scaredy cats. How can a cat be gay? If you don't want him I will take him because with your attitude about him being scared all the time he probably has a reason to be.

This is normal behavior is your house always noisey or alot of people in and out all the time? these things can make a cat get scared like that

well....maybe he doesnt like being touched all the time , he gets along well with your other cat and wants to take care of him and like most cats he hates being dirty. perhaps he isnt the "macho"
cat that you've always wanted but it sounds like he acts like alot of other cats and you should except him regardless

cats are clean animals... maybe yours just has ocd. lol being scared is a cat thing too. noise and a lot of dirt scares cats.
