can anyone explain why a guy would tell you that it's best if you didn't speak any more, so you don't bother contacting him, then decide that he wants you back and is quite happy to cheat on his girlfriend with you?

Because he was never your boyfriend, he already had a girlfriend and she found out about you, so he broke it off because he didn't want to lose her and to give his girlfriend the illusion of no mistress and that he can be trusted and now that she's fell for the crap and everything is good with her again, he's coming back out to play.

Can't explain it, all I can say is run fast and far from him. Whatever pain you have from missing him is much less than you will get from him down the line. Get away from him as soon as you can, he's bad news.
