Why is there not a public debate between tobacco advocates and anti tobacco advocates?

Because there are no full-out tobacco advocates, just apologists.

Because the tobacco advocates would never listen to reason.

If they sell it they don't want to hear any thing about not selling it.

If they are using it they are hooked & find it hard to quit.
They know its bad for them & they don't listen to reason.

They will only stop when they realize how really bad it is for them & that they had better quit.
