start talking and complimenting him. It would get the conversation somewhere... depending what kind of person you are.... you can either just go for it and ask him out directly... or try to build a stronger relationship and take it from there (where you or the guy will feel more comfortable of asking).
Either way you can't lose. NIce to know if the person really likes you... saves you from the humilation if it were someone who didn't like you at all.

Oh! You are so lucky - a returned feeling! You know, this is a rare happening!
But, why are you both scared? Is it peer pressure? Or parents and teachers?
If you both are scared of those factors, maybe it is wise to just "pause" your relationship until you both graduate from high school. For now, just be friends.

If you're afraid, it's a sign that you're not read for a relationship. Just be good friends. Eventually, ease into doing romantic things, going out to dinner or movies etc.
If you really like each other, things will naturally happen. After dating for a couple months this way, reevaluate whether you consider him a friend or a boyfriend.

Try going out with him. If you don't like him you can always dump him and stay friends.(corny i know but it works) Besides if you trust him that much give him a try. Maybe it'll work out for the best. You'll never know unless you try.
