Your eyebrows are not going to grow any longer than their natural length.
Here are some sites to help you while growing them back if you shaved them or overplucked.
And other tips on how to give the impression that they are fuller than they really are.
There are a few products out there that promise to give you thicker eyebrows, but I wouldn't trust them.
Oh, yea, you can also consider tattooing them on, but remember that your face will change years from now and the tattooed eyebrows may start to not match your face anymore.

create and distribute pamphelets
put up posters
maybe a fundraiser?
eye brows grow at there own rate and there is not muck you can do to speed it up other than fill them in with a bit of powder...perhaps you should get bangs

promote .. ? I don`t think you can "promote" them to grow. Your eyebrows grow naturally by themselves. And if you`re like me, your brows grows really fast :(

You cant make them grow but you can define them with a brow definer pencil to fill in 'bald' spots.

if your brow is sparse due to over plucking, some times a little rograin will help. it is kind of expensive though.
