No matter what you have to say, always be honest and sincere. If you don't mean what you say, it will sound fake and forced, which in female terms equals "all he wants is to get in my pants." Even if that IS all you want, it shouldn't be obvious.
As a generalization, women hear a lot about our looks from men who are trying to pick us up. It's always great to hear about something other than how nice our obvious assets are. If you can, try to complement her on other things; like hair, eyes, smile, personality, how smart she is, what a great sense of humor she has, etc... or even the things that men don't usually notice, like a great pair of shoes, a nice outfit, a flattering dress, etc... The out of the ordinary makes you stand out from all the rest who tried before with typical comments about how beautiful she is. Trust me, if a woman is attractive, she's heard it so often that it starts to become trite. Yes, it's still nice to hear, but not as impressive as an original statement.

Depends on the lady, and the circumstances. It could range from "You look lovely/beautiful/ ravishing/ gorgeous tonight" to "You have a great butt". Use caution with either approach.
