i actually just did that today
i went to http://www.state.pa.us - obviously, you would change the PA to be whatever your state is
in there, there should be a search utility, i would think
type in registration, and it will bring you to your state's DOT page
on there, you can pay for a new registration, it will ask you questions on who you are, and then you can pay by credit/debit

i have not gotten registration information in the mail since 2004 - and i have two cars. i don't know if they stopped mailing yet, but they plan on doing all their communication by email within the next few years - or so penndot says

If you can renew on line in your state, it will all be explained on the renewal application that you get in the mail. If the application doesn't say anything about it, you can't renew on line.

i recieved my renewl paper for 2014 and i have miss placed it how do i go about renewing my tags online or do i have to just go down there in person?
