It is tradition for the best man to give a toast at least. There are times others give a toast. It's a time for those closest a chance to say a few words to the bride and groom. If you don't want them they don't have to be there. You can have a wedding reception without toasts. People do anything these days.

It is strictly up to the Bride and Groom if toasts are done. They are by no means required! Just before the food is served, it is traditional for the best man to propose a toast. All rise, except the bride and groom. After the toast, the groom may reply. Any other toasts are then appropriate.

Well I wouldn't skip it in my opinion, I had to say the prayer talk about nervous, if you have to give the toast dont feel inclined to make your toast a hallmark card, just find a few words and speak it, and focus on their faces b&g, and dont pay mind to anyone else, you will be fine, go find a book, therir are so many books addressing differant areas of entertaing, It is special to hear words from the heart on the most important day of you life

Tradition dictates that toasts be had at the reception, but there is no law or reason to do so if the couple prefers that such not be included in the wedding/reception plans.

Well, at some weddings they NEVER have a toast, so ya it could be skipped if your a religion that doesn't do that.
