If I enter US as DV lottery winner with permanent status and apply for reentry permit-do I get(if approved) both green card and reentry permit or one of each?

The US Green Card is for permanent residents - it is meant to allow foreign nationals the opportunity to live and work in the US. It is not designed to be used as a visa by people who want to live elsewhere, but come and go to the US whenever they feel like it. Once you have a Green Card, you are required to maintain a US residence, file US taxes, and maintain a physical presence in the US.

That said, if you anticipate that you will be out of the US for an extended period of time, and wish to return, you must, while still in the US, apply for a Re-entry Permit from USCIS, establishing your reasons. The permit may not be granted, so it is best not to leave the US until you receive a response. However, you are allowed to receive the permit overseas, if necessary.

You will have the green card but must apply for the reentry permit before you leave. You can get the reentry permit at a US consulate in the country you are visiting so long as you apply before you leave.
Your green card will not be valid if you try to reenter the US without the reentry permit
