I am a sole proprietor. I spent a lot of money this year to open a restaurant in China. Can I deduct the amount of money I spent from my personal income tax?

If the business has opened: Yes

If not: No

If it hasn't opened yet, the expenses are "Start-up" expenses and only deductable after the business opens.

Being overseas is not the issue. What the money was spend on is. Any amount spend to buy buildings and equipment is treated as an asset, not an expense. For US tax purposes, you would account for the business the same as any US business. There are certain exclusions for foreign source income and credits for taxes paid to other countries.
