The bumps could be from dry skin. Drink lots of water, exfoliate a couple times a week and a good lotion daily. Also shave daily.
If you don't think that it is dry skin talk to your doctor.

Removing your legs should get rid of the bumps entirely. I'm not sure exactly how to do this, but on a Barbie you just twist until they pop off.

Gently rub with a pumice stone. Do it about four times a week so you don't overdo it. You'll be happy in about 2 weeks.

Are they skin colored? Do you have them on your arms as well? Is you face red a lot?
If you do, you might have keratosis polaris(sp?). It's non-curable, but a dermatologist can give you creams to reduce them.
