Either the bride and groom could buy the ring. The only thing is that if the bride is buying the ring the groom has to go with you to chose ring.

Traditionally the bride chooses the ring and has it engraved with a message without the groom finding out. However if you are even the slightest bit worried about what you'll be wearing for the rest of your life... I suggest you both go shopping.... or you'll spend a lifetime regretting it. She can still choose the inscription on her own ;)
As for the financial aspect... it used to be the bride. Now it all depends on the budget agreed to when you started planing. If you haven't done the budget yet....start now! There are lots of Internet helps out there.
