I don't know about the licensing, but in order to be a car salesman and prosper first you should be willing to sell your soul for the all mighty dollar. Then be willing to...not so much lie, but withhold the truth from your unsuspecting mark. Then you should be able to laugh about how the poor little old lady on a fixed income that could only afford X amount per month was talked into buying a completely worthless service contract that jacked her payments up another 100 or so. to answer your question, in Canada you have to be licenced before any dealer can allow you to sell. google,,, OMVIC,,, from there go to BC as the rules may differ.
