I found a site from a pigeon breeder that recommends Exact Formula for Cockatiels. She left off a great deal of important information regarding feeding baby birds, such as where to point the syringe tip so the bird doesn't aspirate the formula and, in essence, drown, and temperature, so the bird doesn't come down with sour crop (too cold) or crop scald (too hot, and life endangering).
If this is a wild pigeon, your best bet for the bird's survival would be a wildlife rehabber. If domestic, call avian vets for local pigeon breeders and/or check your Pets for Sale column for pigeon/dove sellers. A bird breeder may have a mother feeding her chicks, and could sneak yours into the nest as a foster and return when it is a little further developed.
Good luck!

Weaned milk. Take it to a wildlife care center, pronto. Us humans aren't good for handing stuff like this, and it's illegal to keep a wild pet (411.)
As the bird gets older if no help is available try wild bird food.

chook seed could be sturdy. My daughter had homing pigeons at one time--and that they make pigeon nutrition. We offered it from a grain place that offered it unique for homing pigeons. sturdy luck.

You must get food and water into the baby: if she is too young to eat by herself, you will need to feed her by hand. Go to the pet store and buy some baby bird formula, such as Kaytee Exact or LaFeber Nutri-Strart.

Well a piegon that young should be with their mom and dad. Actually their parents make "milk" (high protein vomit) and feed it to them. I am not making this up, I read it on a piegon website. Dont ask me why I was on a piegon site.

I know this sounds a little morbid but if you fry an egg and scramble it up they will eat little pieces of that. Good Protien for them.
