This happened to me once - I was having a bad day at work, and one of my coworkers happened to notice, and asked, "Are you ok, what's wrong?" Just her noticing my upset and expressing genuine concern made me feel sooo much better. It doesn't matter what you say as much as Just taking the time out to show someone you care that makes all the difference in the world!

It depends on whether you're friendly with them or not. If they're engrossed in their own self importance and something has brought them down a notch or two maybe it's for them to learn the lesson.

If they are a friend I would ask what I could to help or just listen and let them vent.

If I like the person, I give them an opportunity to talk about it...venting often helps. If I sense they want to be left alone, that's what I do. However, if I really don't like the person, I'll find small ways to push their buttons and sit back and enjoy

I am an extreme optimist. I would tell them to think of the good things that they have going on in thier life. Life is good, you just have to find the good in all the crap that happens. Smile, take a deep breath, and think of good things. Life isn't that bad.

I ask really quickly if I can help, then leave them alone if they seem angry. If not, I'll try to cheer them up. Emailing a joke is passive, but positive.

I tell them that I understand how they feel, and, that I would feel the same way to. I smile and let them know that they are smart, witty and strong.
