He stays in our house all day, every day with no problems. When we are out of town he has to stay with her. She doesn't want to, but kennels him while she is gone. He will still even occasionally pee in the house while she is at home.

You can buy disposable doggie diapers. The dog pees in the house because he's not happy being there.

Dogs don't generalize well. Your ShihTzu has learned to be good at your house, but needs to be trained at your Mom's. Using the crate and rewarding him when he goes outside will help him understand your mom's has the same rules.

I sometimes take an ace bandage and wrap it (not to snuggly, but snug around his waist ) to thwart accidents, now you still have to make sure to take it off every hour or two and take him outside, but this will prevent accidents in the house.

He is a male, and he is in a new house, if he isnt nuetered he is probably trying to mark his territiry.
