i think i would hand her a tissue (if its at school) and ask her whats wrong
but if your on the streets, ask her whats wrong, and comfort her, but be careful if she is "kicked out of her place and has nowhere to go" be very careful on takin her to your place or givin her money, as i think scams are done like this

You could try to comfort her, finding out what is wrong, asking if everything is okay.
Be on the lookout though if she has a boyfriend nearby in the event he was the problem...then he sees you walking up to his girl and pops stuff at you.

I know it's hard but just go to her and talk about how pretty she is. Don't ever ask a person "why are you crying, what's wrong?" , it just makes them feel worse

Go and sit with her...Ask her what is wrong? Listen to her, be nice you never know you may end up meeting the girl of your dreams.

go over to her and ask her whats wrong and comfort her. if she seems like she doesnt want u there just go away. sometimes, ppl have to cry alone

Just go up to her and say I know I dont know you but I just wanted to make sure you are ok if she says to leave her alone then just leave her alone but if she starts talking to you listen to her.
