Well if they are strangers and out in a public place... there's no safe polite way to say "be quiet" You could try looking over at them when they are being especially loud...they may take the hint and quiet down...or they could get pissed and cuss you out for staring.
Now if it's a restaurant , you are paying to enjoy your meal and some level of comfort and peace is expected. You could walk up to the front of the restaurant and find a manger and ask them to have the table next to you quiet down. Moving to a another spot to chat would also work and not piss anyone off.

If you are in a meeting, simply turn and say, "I'm sorry, but I am having trouble hearing." It always works. In a public place such as a restaurant, write a note on a napkin and hand it to the wait staff. The manager will take care of it and the culprits will not be aware of your identity.

Depends on the situation...are you in class or a movie or listening to a speaker, or in a restaurant trying to hear your friend across the table?
If those speaking are doing so inapprorpiately, then "shhh" isn't a good tactic but politely asking them to allow you to hear what is being said is fine...

say sorry in advance. like sorry to disturb you but i really wanna hear this. please let me hear what they have to say.thanks a lot. use sorry, please and thanks in your speech. they will take it to be polite. also avoid using "you" in your speech because it makes them feel you are blaming them. use "I" all the time so they wouldnt feel that anything happened because of them.
