The Federal Reserve Bank is owned by a group of private individuals. The bank is not regulated or monitored in any way by any government office. They answer to no one, including the president and congress. Meetings and activities at the Federal Reserve are conducted in secret. John F. Kennedy was working to bring the Reserve under the scrutiny of the US government. Kennedy is gone.

The Federal Reserve continues to print new money despite having nothing to back the currency. The United States is not on the gold standard. The value of the dollar is largely determined by world opinion.

China has been buying up pallet loads of US currency for years. They use it to purchase gold because the dollar currently yeilds more gold than the yuan on the world market. Eventually, China will back their currency and economy with gold and the US will be out in the cold.

According to there website, which has a '.gov' address, the Federal Reserve is not 'owned' by anyone. They are considered an Independent Entity within the government.
The 7 members of the Federal Reserve board are nominated by the President and confirmed by the Senate. This is much like Federal Judges.

As for where Federal Taxes go, the 3rd link below is a government site titled Budget of the United States Government: Main Page.
The law requiring Federal income taxes to be paid is Title 26 of the United States Code aka the Internal Revenue Code.
For the '50 million people' not paying taxes: Where do you get this number? That is between 16% and 17% of the current US population. (The Census Bureau estimates the population hit 300 million sometime last month.) Given that the 300 million includes infants and children, and the number of people who LEGALLY do not owe tax, 50 million not paying actually sounds low.

They did away with that in the early 1970s. What backs up the dollar these days, I have no idea. Quite odd.

Where do federal taxes go? One place is the military. Many other places also, way too many to list. 50 million? Sounds like a lot. Here on Long Island pay $8,000 a year in property taxes that ends up in the hands of school teachers. The law about paying federal taxes, that was challenged by a group in Montana. I think the feds caught them. They went to jail, and had to pay back taxes. One thing for sure, plenty of laws in the USA. We are a country of lawyers. The chairman of the Federal Reserve Bank, I think was Alan Greenspan, who retired. It's the US President who picks the chairman of our federal banks. Did you know in NYC a pack of cigarettes cost $7.00, and $6.00 of that are taxes. It's the hidden taxes than nickle and dime us to death.
