Lukewarm. Test with your elbow, it should not feel hot to your elbow. Also, pick up one of those temperature-guide toys that change color when too hot--they're only about a dollar and make it easy to check.

WE usually give our 20 month old a lukewarm to warm bath-not hot at all.They sell baby water monitors to test if the water is too hot.

I got a water thermometer for my 2 yr olds tub and between 93 and 98 is what is recommended.

try it with your wrist. It should feels warm but not hot.

If they SCREAM, it's too hot. If they shiver, it's too cold. They will probably tell you how they like it.
