please relate this in accordance with HANAFI fiqh. For example, is it acceptible for a mid-east country to observe 29 days each for 2 consecutive islamic months while another country in a different time zone observes 30 days each for the same two consecutive months?

technically I would say yes, I am sure of one month at a time as it happens every year for Eid (there are two in an Islamic year) in between USa and Saudi Arabia. It is ideally supposed to be determined by the sight of the moon which of course is variable in different geographic locations.
