It says free upgrade to Vista, so I guess it is, but I would add
RAM to make it at least 1 GB if you plan on using the AeroGlass feature.

Probably. Most of the new ones are coming with a free upgrade when Vista is released. But you might want to wait a bit on the upgrade until they work out some of the bugs.
