remedies to change scaling hard rough deep scars and dark skin and under feet to smooth feet. Give best medical advice. Please advise

during the winter it's hard to keep the hands and feet moist. Get yourself a good humidifier if you're running a heater and use it especially at night. Also get yourself a pumice stone (they cost about a dollar) and when you bathe, use the pumice stone to exfoliate your skin in the dry rough patches. Put a little soap on the stone. You won't get it all off the first few times, but if you do this for about a week, you're skin will be nice and soft. Immediately after bathing and exfoliating, pat dry and put on lotion. Once the lotion is absorbed, put Vasiline on your hands and feet and socks (or even gloves if your hands are especially harsh) and in the AM, they will be nice and moist. The key is drinking alot of water during the day, and being religious about moisturizing immediately after a bath or shower. Also cafiene drys out your skin as does drinking soda. I hesitate to suggest anything because it may depend on the cause of the condition. But if you have been medically cleared for an underlying condition, you might want to pick up Vitamin A&D ointment or Moisture Barrier ointment from a drugstore or market pharmacy section. If they don't carry these, you can order them. Use the ointment three times a day on clean skin.
