Photoshop is the best of the best for doing this, however it is most definately NOT free. If you ever decide on using a Linux operating system there is the gimp (free) which is similar to photoshop, but does lack some functionality that photoshop has.

The best digital image software that is free must be Picasa courtesy of Google. Its an amazing piece of software that allows you not only to do simple editing but helps you to organize automatically the thousands of digital images in your hard disk, making it real easy for you to retrieve later on. You can create screensavers with Picasa with your images. Its just fantastic. In my opinion the best straightening tool for digital images also...
you can download it free at http://www.geocities.com/lcming/Digitalphotography
