The answer to that depends largely on your country of origin. You do not include that information so there is no way of knowing how the I.N.S. would deal with your application for a visa.

If you are from a visa-waver country, eg. Japan, you can come on presentation of a valid passport at the port of entry. If you are from China or Mexico, you may as well forget your visit, getting a visa is nearly impossible.

Go to the U.S. Dept of State, U.S. Customs and Border Protection site and you can find all the info about your situation.

see if u want to go as student u should take toefl,gre exams and then go for visa.
if u want to go to US as visitor then u dont need to write these tests
