New York Magazine claims Le Bernadine http://le-bernardin.com/ is the best of the best that New York has to offer.
I must admit it is quite good, however, I prefer Lupa Osteria Romana, http://luparestaurant.com/ they have the very best Pork Saltimbocca I have ever tasted!!
New York is full of great restaurants, you may want to consider narrowing your question down to "Best Italian Restaurant", Best Chinese Food" Best Nouveau Cuisine" etc etc...

the perfect steak position is controversial. i love prepared's. i don't like Luger's -- i imagine it truly is overvalued and is like eating in someone's' kitchen. each of the common suspects have great steak. possible the perfect Italian is Il Mulino. L'Impero is likewise very strong.
